Downtown Business District Transportation Study

The purpose of the study was to develop a preferred transportation plan that would balance multi-modal needs incorporating complete street project elements, support economic development, promote safety, improve way-finding and reduce pollution. For each alternative, several factors were considered including capacity, on-street parking, traffic operations, pedestrian safety and land use.

Additionally, LJB led an intensive public involvement process involving multiple stakeholder meetings with business, government and community leaders, and two city-wide public involvement meetings to provide information and solicit input from the public. The city selected the hybrid conversion option which included numerous complete street elements creating an enhanced environment for pedestrians, bicyclists and motorists. Benefits of this option include bicycle lanes and enhanced pedestrian elements, increase in on-street parking, dedicated on-street loading zones, and increased safety.

The project also included signal timing optimization to improve traffic flow and reduce delays throughout the central business district.
